Mapping of bills against “gender ideology” in Brazil’s Parliament

At present, 15 bills related to “gender ideology” are being processed in the Parliament. Eight of them were presented in the first half of 2019, three in 2018, two in 2016 and two in 2015.

The bills presented in Congress in 2019 proposed the criminalization of those who promote”gender ideology”, especially in schools, proposing amendments to the Penal Code.  As an example, bill 1239/2019 by Pastor Sergio Isidoro (AVANTE) prohibits the application of public resources, as well as the use of the structures and institutions of Public Administration, Foundations, Autarchies and Public and Private Companies that provide services to the Federal, State, District and Municipal Governments, among others, for actions to disseminate, encourage and evaluate “gender ideology”.

Bill 158/2019, authored by Pastor Eurico (PATRIOTAS) follows the same path, reinforcing that the right of students to learn topics without party political ideology and on the conduct of teachers at the time of submitting the subject. In addition to respecting the ideas of students and those responsible, giving precedence to family values over school education in aspects related to moral, sexual and religious education, as well as making advocacy the insertion of issues related to gender ideology in the school environment.

Carla Zambeli (PSL) tabled another bill that draws a lot of attention after the newspaper reports on Juan’s case. With this, on June 12, 2019 the deputy presented bill 3492/2019, which proposes to amend the Penal Code in relation to bodily injury and bodily injury of children and adolescents and to include murder against children and adolescents and to impose gender ideology in the list of heinous crimes.

On the other hand, bill 1189/2019 tabled by congresswoman Natália Bonavides (PT) goes against the current tendency of criminalization of teachers, students and gender. In this bill, MP Bonavides argues for “democratic education”, in order to reject the School without Party project (bill 246/2019) and deconstruct the ideas of “gender ideology” and “cultural Marxism”. It reinforces the benefit of democratic management of public education and training for the exercise of citizenship and issues involving the teaching of military colleges in the country.
